When a collective labour agreement (CAO) is entered into not just for a company, but for an entire industry, a request can be submitted to the Minister of Social Affairs and Employment to have the CAO declared binding. All employers within the industry are obliged to apply the provisions of the CAO that has been declared binding to all employees. It is possible to obtain dispensation from a CAO that has been declared binding.
